Perimeter of New Orleans is located in Kenner, Louisiana, approximately 13 miles from New Orleans, in a charming building that has a home-like feel. The facility is close in proximity to Ochsner Kenner Hospital and easily accessible for patients and families. Our programs at Perimeter of New Orleans are designed to create an emotionally safe experience for our patients, families, and staff.

      Penny Kennedy, RN

      Chief Executive Officer

      Penny has been a registered nurse since 1991. She was licensed in the great state of North...

      Penny has been a registered nurse since 1991. She was licensed in the great state of North Carolina and has lived in Louisiana since 1992, which is where she was first exposed to mental health nursing. It started for her as a part time position, however it turned into a full-time position, and she has never wanted to leave the industry. Penny feels that you go into mental health nursing as a calling, and you either really hate it or you really love it, and she really loves it. Penny started out as a night floor nurse and worked that shift for about 17 years. She has been in administration for almost 10 years, doing everything from Quality, Infection control, Education, and regulatory. Her favorite part of working in mental health is giving good quality and safe patient care. She advocates the importance of giving safe and quality care, our patients deserve it. She recently moved to the river and enjoys this way of life, there is never a dull day on the river.

      Debbie’s numerous years of experience in behavioral health operations has helped position...

      Debbie’s numerous years of experience in behavioral health operations has helped position herself to oversee the Perimeter facilities in Louisiana and Alabama. She started her career as a probation officer when she graduated from Louisiana State University and became passionate about access to treatment for individuals who are in need of assistance. Ms. Tullier likes being part of a culture that creates programs that can make a difference in someone’s life and feels the key is helping develop an aftercare plan that will help set them up for continued success and improving their quality of life. She also enjoys being a mentor to others who want to have growth in the role of behavioral health hospital management. Ms. Tullier likes to spend time with her family and friends and is always up for being on the water or cooking.

      Dr. Ismail attended Quaid-i-Azam Medical College, Bahawalpur, Pakistan and continued at Western Missouri Mental Health Center where he completed his residency. He has spent more than twenty years in Louisiana working with adults and the geriatric population. Dr. Ismail is also a published author with his article “A quick reference guide to psychopharmacology including dosages, side effects, indications, drug interactions, and management of side effects. Dr. Ismail enjoys working with the adult population and helping them recognize that it is never too late to make a change and improve their lives. He likes connecting his patients with community resources, so they develop life skills, so they continue to thrive once they leave the facility. In his free time, he spends time at his med spa, traveling and listening to classical music.

      Kim has been in the mental health field for the past twenty-five years. She chose this path because she has always been interested in the pathology of people, how they came to be, how their mind works, their history and how it affects their life. Ms. Lundgren graduated from Our Lady of Holy Cross for her undergraduate degree and holds her master’s in social work from SUNO. She has experience working with mobile crisis teams, and law enforcement, she was also instrumental in developing the Anti-Stalking program in Jefferson Parish. I have had many favorite parts of the job over the years and the one that remains is assessment, diagnostics, and etiology. Ms. Lundgren has a passion for determining the best interventions and treatment for the patients, educating loved ones and families, and advocating for our patients. Ultimately, the most rewarding part of the job is seeing patient’s make a positive change, improve, and make a step towards having a better quality of life. In her spare time, she loves to ride horses, spend time with her family, friends and watching football.

      Andrea has been a part of the Perimeter family since 2019, beginning as a part time...

      Andrea has been a part of the Perimeter family since 2019, beginning as a part time Assessment and Referral Specialist. Prior to coming to Perimeter, she has held positions with medical, nonprofit, and community based social service agencies, assisting a variety of diverse populations. Andrea’s undergraduate degree is in Psychology and I she has a master’s degree in Human Services with a specialization in Social and Community Programs. Andrea thrives on the face paced environment in Assessment and Referrals and likes working with the variety of people and situations that she encounters throughout the day. She enjoys meeting patients as they arrive at our facility and subsequently observing their improvement and personal progression until time of discharge. Above all, I thoroughly enjoy and appreciate her Assessment and Referral ‘family’ and coworkers who support and encourage one another through even the most challenging of tasks. When not at the hospital, Andrea spends time with her family including her fur babies and likes to cook, travel, and attend concerts and sporting events.
